Collin County's elections office is working through more than 40,000 voter registration applications that sat unprocessed for as long as a year because of a software problem in the state's handling of forms filed with the Texas Department of Public Safety.
Elections Administrator Kaleb Breaux told the Murphy Monitor this week that the backlogged applications are being entered, and that his office had already added staff for the Nov. 3 general election.
"I am confident, and I want voters to remain confident, that we are going to make sure that every voter who is eligible to cast a ballot in Collin County throughout the voting period on the November third election will be eligible to vote," Breaux said. He added that the problem had nothing to do with party, since Texans do not register by party.
What went wrong
Texans can register or update a voting address while renewing a driver's license through DPS. Those records are supposed to pass to the Secretary of State and then to each county. According to reporting by Votebeat and WFAA, a third-party vendor that handles batches of those transactions updated its software in October 2025, and the update cut off parts of records.
Incomplete records could not be processed, so they never reached county rolls.
State officials said the issue was fixed Sept. 13, and the Secretary of State's office said it received complete records from DPS on Sept. 18. The Texas Tribune reported that at least 178,000 registrations statewide were affected. Dallas and Collin counties together are handling about 100,000 of them, according to The Dallas Morning News.
State Sen. Paul Bettencourt, R-Houston, told Votebeat the state's TEAM registration system was built by Civix, a Louisiana company, and has had problems since it launched. He told the Tribune the state should have caught the error sooner.
If you voted in the primary
Breaux said some affected people may have run into trouble during the spring primary. Those voters most likely cast a provisional ballot noting they had registered through DPS, and the county would have checked each case with the agency.
