Library asks to raise Ingram book-buying cap to $500,000 after a major supplier went out of business

A consent item Monday would lift Plano Public Library's yearly limit with Ingram Library Services by $200,000 and add a $300,000-a-year Follett contract for books and other materials.

Plano Public Library is reshuffling how it buys books and DVDs, and the City Council is set to sign off on Monday, Oct. 12.

Two items on the council's consent agenda deal with the library's suppliers, which the library calls jobbers: wholesalers that sell discounted books and media to libraries.

Ingram limit goes up

The first would raise the library's yearly spending limit with Ingram Library Services LLC from $300,000 to $500,000 for books, Blu-rays and DVDs. The council approved the $300,000 amount on Nov. 24, 2025.

The reason, according to the Libraries Department's agenda memo: a major vendor went out of business in 2025, so the library has moved more of its purchasing to Ingram. The memo does not name that vendor.

The Ingram purchases run through a State of Texas contract, set up as a one-year term with four automatic renewals. Funding comes from the library's 2026-27 budget, and the memo says approval would still leave $997,135 available this year for other purchases.

A second supplier

The second item would approve buying an estimated $300,000 a year in library materials from Follett Content Solutions LLC through the BuyBoard purchasing cooperative, for one year with two automatic one-year renewals. That money comes from the library's technical services budget, which the memo says would have $255,000 left for other purchases.

In both memos, library staff wrote that turning down the request "would affect the quality and relevance of the overall library collection."

The wholesaler shake-up

Baker & Taylor, long one of the largest distributors of print and audiovisual materials to libraries, told employees in fall 2025 that it would wind down its business by the end of that year after a planned sale fell through, American Libraries magazine reported in October 2025. Plano's memo does not say whether that is the vendor it lost.

Consent agenda items are approved together in a single vote unless a council member, the city manager or a resident asks to pull one for separate discussion. The meeting begins at 7 p.m. in the Senator Florence Shapiro Council Chambers, 1520 K Ave.
