Plano ISD trustees to weigh $15.3 million addition to Plano West renovation for security connectors

The change order would raise the Plano West Senior High contract to about $109 million and add 16 months; trustees also take up a land sale and a stance on a federal Head Start rule Tuesday.

The renovation of Plano West Senior High School would grow by more than $15 million under a change order on the Plano ISD board's Tuesday agenda.

District staff recommend adding $15,253,440 to the construction manager-at-risk contract so the project can include new security connectors. That would lift the contract from $93,808,546 to $109,061,986. The change order also tacks 16 months onto the contract time, based on construction starting in November 2026, according to the agenda memo presented by Johnny Hill, deputy superintendent for business, employee services and technology.

The money would come from the district's capital projects fund, which draws on the 2016 and 2022 bond programs. The item sits on the consent agenda, which trustees typically approve in a single vote unless a member pulls an item for discussion. The memo does not describe the design of the connectors.

Land and condo units up for sale

In a separate item, trustees will consider declaring two pieces of district property surplus and authorizing the superintendent to advertise them for sale and take sealed proposals. One is a tract of about 9.96 acres in Plano; the agenda does not give its location. The other is Units 102 and 110 of the Pebblecreek Professional Building Condominiums at 5804 Coit Road.

Any proposals would come back to the board for a decision.

Head Start comment deadline

The board will also vote on a resolution about a federal proposal titled "Reducing Federal Burden for Head Start Programs." The Administration for Children and Families published the proposed rule on Aug. 7.

It would rescind and replace the Head Start Program Performance Standards last revised in 2024; the agency says the change would cut federal paperwork, defer to state policies where possible and return more control to local programs and parents.

Plano ISD, which runs a Head Start program, says in its memo that its resolution supports keeping the high expectations behind Head Start's comprehensive model for children and families. The public comment period on the federal proposal closes Oct. 6, the same day as the board meeting.

Other business

Trustees are also scheduled to adopt the district's legislative priorities for the 90th Texas Legislature, approve the 2026-27 district improvement plan, and close out several finished projects, including playground replacements at Brinker, Hughston, Beverly and Boggess elementary schools and the Harrington Elementary renovation, all of which came in under their contract amounts.

The meeting begins at 5:30 p.m. Tuesday in the board room of the Administration Center, 2700 W. 15th St.
