The Allen City Council approved a $4.87 million contract with Jim Bowman Construction for the 2026 Street and Alley Rehabilitation project during a meeting on Feb. 24. Allen is located approximately 6 miles north of Plano.
The citywide initiative covers roughly 4,138 square yards of alley pavement and more than 27,000 square yards of roadway pavement, according to city documents. Chris Flanigan, the city’s director of engineering, presented the project details to council members. He described the agreement as a responsible investment in the community’s most expensive asset.
The selection of contractors and scope of work relies on data gathered through a surface condition assessment. In late 2022, the city utilized federal funds to hire a contractor who drove over 600 miles of Allen roads. This effort produced an objective scoring and ranking system for pavement conditions across the municipality. The engineering department maintains a database and mapping system to track roads under consideration for future improvements.
These projects are reviewed and presented to the Allen City Council annually as part of the broader streets and alleys repair contract. The city has allocated millions for similar infrastructure upgrades in recent fiscal years.
