Plano police have announced new charges against Paul Edward Campbell, a former second-grade teacher at Brinker Elementary School, following reports from additional students alleging sexual abuse.

Campbell, 64, now faces three new counts of indecency with a child and one count of continuous sexual abuse of a child. These charges come after three more children reported incidents to their parents, which were then reviewed by Plano’s Children Advocacy Center.

The initial outcry occurred earlier this month when one student told her father that Campbell had inappropriately touched her and that she witnessed similar behavior toward other female classmates.

Following Campbell’s arrest four days later, additional students came forward with accounts dating back to the 2023 school year. Police stated that all accusers are female and at least seven years old. In two of the new cases, the alleged abuse occurred two or four times within Campbell’s classroom at his desk.

Andrae Smith of the Plano Police Department praised the victims for their courage and commended the parents for maintaining open lines of communication and reporting the incidents to law enforcement. "We know that the young people had a lot of courage to come forward to their parents," Smith said. "That tells me they have an open line of communication with their parents.

I can say that the parents were brave to come forward to the Plano Police Department."

Investigators are now examining Campbell’s 28-year career with the Plano Independent School District to determine if any former students who are now adults may have similar accounts. Smith emphasized that the department is committed to pursuing the case thoroughly to identify any other potential witnesses or victims.

Campbell remains on leave from Plano ISD and is currently held in the Collin County Jail. The investigation continues as police seek to uncover the full scope of the alleged abuse.
