Flock Safety Faces Funding Cuts as Texas Governor Halts Support for Surveillance Cameras

A recent map reveals the distribution of automated license plate reader (ALPR) cameras across Texas, highlighting a significant concentration in several counties. This comes after Republican Governor Greg Abbott announced a halt to state funding for Flock cameras, amid rising concerns about privacy and the misuse of surveillance technology by law enforcement. Dallas is about 18 miles south of Plano.

According to reports, Abbott's directive follows an investigation indicating that a state agency has spent at least $30 million in the past three years to expand the Flock surveillance system via grants to local police. Andrew Mahaleris, a spokesperson for Abbott, confirmed that state agencies have been directed to cease funding for Flock cameras, with most financing now sourced from federal funds.

Flock Safety, the company responsible for the cameras, stated their support for legislation that promotes responsible technology use while allowing law enforcement to maintain effective tools for public safety. They noted that their technology assists in solving serious crimes, finding missing persons, and recovering stolen vehicles.

A database from the Texas Privacy Coalition indicates that over 13,500 ALPRs are installed across 218 of Texas' counties. Harris County has the highest number with 3,546 cameras, followed by Dallas County at 1,334 and Tarrant County with 949. Abbott has mentioned a statewide initiative to reduce the presence of Flock cameras, referencing incidents of misuse, including a case involving a Lufkin police officer.

He emphasized the need for transparency and privacy protections for Texans regarding the use of these cameras.
