McKinney City Council members are scheduled to review proposed infrastructure upgrades along State Highway 5 during a work session on July 7. The meeting, which begins at 3 p.m., will feature a presentation from city staff regarding the current status of the project and next steps for coordination with state and regional transportation agencies.

The upcoming discussion centers on plans to reconstruct and widen the highway into a divided four-lane roadway. These changes are planned for the stretch between McMakin Street and Power House Street. According to city documents, design work is currently in progress, with the Texas Department of Transportation expected to begin construction in late 2027 or early 2028.

In addition to the main roadway reconstruction, the city is contributing funds for supplementary improvements along the corridor. These enhancements include turn lanes and median-mounted lighting. City officials are also planning an enhanced at-grade crossing located between East Virginia Street and East Louisiana Street.

The push for these additional features follows a decision by council members in September 2025 to redirect efforts after the Lower 5 Plaza project lost $15 million in federal funding. That earlier proposal had included a ground-level bridge and a park situated beneath the highway. The council voted on a resolution to shift focus toward the current corridor improvements, which require coordination with the Texas Department of Transportation and the North Central Texas Council of Governments.

During the July 7 session, council members will receive direction from staff as they continue to work with these agencies to finalize the scope of improvements. The work session will be followed by a regular council meeting. Both events will take place at McKinney City Hall, located at 401 E. Virginia St. The meetings will be available for viewing via livestream for residents who cannot attend in person.
