Plano's rank-and-file police officers have signed off on a four-year agreement with the city covering pay, overtime, promotions and discipline, and the City Council is scheduled to make it official Monday, Oct. 12.
The Plano Police Association, FOP Lodge 777, certified that 206 of its 360 eligible officers voted for the meet-and-confer agreement and 118 voted against it, with 324 ballots cast. State law requires a majority of all covered officers, or 181 votes here, for the deal to take effect, according to the association's Sept. 29 letter to the city.
The council must also ratify it by majority vote.
The council recognized the association as the officers' bargaining agent in June. A memo from City Manager Mark Israelson says the two sides have since reached consensus, and that the budget for the year that began Oct. 1 has about $1.99 million set aside for the agreement's first year. If approved, it would run from Oct. 12 through Sept. 30, 2030.
Pay
Wage tables attached to the draft agreement set a police officer's annual base at $96,108 to start and $121,305 at the top step, reached after 60 months, effective Oct. 12. Those figures rise each October, reaching $105,721 and $133,254 in the final year. Sergeants would earn $129,904 to $142,289 this year and lieutenants $147,467 to $158,288. Recruits would be paid $91,466.
The tables list 366 officer positions, including 11 over-hires, along with 40 sergeants and 17 lieutenants. Assistant and deputy chiefs are excluded from the agreement. For future market comparisons, the agreement names Allen, Arlington, Carrollton, Frisco, Grand Prairie, Irving and McKinney as peer cities.
