Senior center memberships, golf greens fees and ambulance charges would rise Jan. 1 under fee schedule before council Monday

Plano residents who use the senior recreation center, play city golf or book athletic fields would pay more starting Jan. 1, 2027, under a fee ordinance on the City Council's consent agenda for Monday, Oct. 26.

The ordinance does two things, according to a memo from the Budget and Performance Management department. It gathers fees now scattered across many ordinances, resolutions and schedules into one Master Fee Schedule that would be adopted every year. Most of those fees carry over at today's amounts.

It also raises charges in four departments, Fire Rescue, Planning, Parks and Recreation, and Environmental Health and Sustainability, under the cost recovery policy the council approved in March 2025. Council members discussed the parks and environmental health targets at an Aug. 13 budget work session.

Senior center and recreation

The Sam Johnson Recreation Center, which last raised prices in 2019, now recovers about 37% of its costs, the city's comparison shows. The proposal would lift that to 42%:

  • Annual membership for residents 60 and older: $15 to $25
  • A new tier for ages 50 to 59: $45 a year for residents, $90 for nonresidents
  • Nonresident annual membership, 60 and older: $25 to $50
  • Daily fee for residents 60 and older: $2 to $3

General recreation memberships would be simplified to resident and nonresident rates, dropping the separate tier for Plano ISD and people who work in Plano, the memo says.

Golf, fields and pools

Greens fees at Pecan Hollow, with a cart, would rise from $43 to $48 on weekdays and from $61 to $69 on weekends. Senior weekend rounds would go from $58 to $66. Higher nonresident rates, such as $73 for a weekend round, would start only after the online reservation system can tell residents from nonresidents.

League fees would go from $52 to $55 a team for residents, the hourly field reservation fee from $7 to $10 and synthetic fields from $45 to $55 an hour. Athletic fees were last raised in 2011. Renting a pool lap lane would cost $15 an hour, up from $10.

Ambulance, restaurants and zoning

Fire Rescue's fees would rise 2.7% to track inflation, taking the basic life support EMS fee from $1,035 to $1,062.95. Health permit fees would also climb for many food businesses, for example from $240 to $290 for a Type I establishment, and an indoor pool permit would be a new $350 fee. Those environmental health increases are the first of three yearly phases.

Developers would pay $10,000 plus $50 an acre to file a planned development zoning case, double the current base fee, with the $20,000 cap unchanged.

Consent items are approved in one vote unless a council member, the city manager or a resident asks to pull one for discussion. The meeting starts at 7 p.m. at the Plano Municipal Center, 1520 K Ave.
