Newly released emails indicate that parents raised concerns about the conduct of Paul Campbell, a former second-grade teacher at Brinker Elementary, to then-principal Jennifer King more than a year before his arrest. CBS News Texas obtained these records through an open records request.
The correspondence includes a message dated May 20, 2025, in which a parent described Campbell placing his hand on a student's lower back or bottom in a manner that felt uncomfortable. The parent stated that the behavior did not appear to be a one-time event and noted that another mother had expressed similar concerns.
Two days later, King replied that she would speak with Campbell and address the touching. She cited the parent’s belief that the actions were unintentional and did not require a full investigation, stating that a conversation and documentation would suffice. The emails do not specify what actions, if any, were taken following that exchange.
In July 2026, another parent contacted King, stating they had reported Campbell to the Plano Police Department and Child Protective Services. This report was made after a student informed the parent that Campbell had touched their private area. Campbell was arrested five days after that report.
He currently faces three counts of indecency with a child and one count of continuous sexual abuse of a child.
Plano police have identified four alleged victims connected to the indictments. They have also identified other students whose allegations did not meet the threshold for criminal charges, noting these individuals may serve as witnesses in the investigation into a potential broader pattern of misconduct. Investigators have indicated the alleged abuse dates back to 2023. Police are asking for other potential victims to come forward.
