Willow Bend arena tax question is on Tuesday's ballot, with 22 vote centers open in the city

Proposition A, labeled a tax increase, would allow car rental, parking, ticket, player and hotel taxes to pay for an arena near The Shops at Willow Bend. Fourteen of Plano's Election Day sites were not early-voting locations.

Plano voters who have not yet cast a ballot get their last chance on Tuesday, Nov. 3, to decide the city's arena question, and they can do it at any of 22 vote centers inside the city.

Polls in Texas open at 7 a.m. and close at 7 p.m. Collin County runs vote centers, so a registered county voter can use any of its Election Day sites, not only one close to home, according to the county elections office.

What Proposition A says

The City of Plano's only item on the county's sample ballot is Proposition A, a special election question that opens with the words "THIS IS A TAX INCREASE."

It asks voters to authorize a venue project, described as a new multipurpose arena for professional or amateur sports, entertainment and civic events in The Shops at Willow Bend mall area. To pay for it, the measure would allow the city to impose one or more of these taxes:

  • a citywide tax on short-term car rentals of up to 5%
  • a parking tax at the arena of up to $3 per vehicle on event days
  • an admissions tax at the arena of up to 10% of each ticket price
  • a facility use tax of up to $5,000 per game on each member of a major league team that plays a professional game there
  • a citywide hotel occupancy tax of up to 2%

If the measure passes, the ballot says, the highest hotel occupancy tax rate charged in Plano from all sources would be 15% of a room's price. Voters mark For or Against.

The county's FAQ says a voter who does not have one and cannot reasonably get one may sign a Reasonable Impediment Declaration and present a supporting document such as a voter registration certificate, utility bill or bank statement.

Mail ballots can be dropped off by the voter, in person and on Election Day only, at the early voting clerk's office, 2010 Redbud Blvd., Suite 102, in McKinney. They must arrive by 7 p.m.
